It thus forms the technical and legal basis to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>to be able to clearly detect subsequent changes or contamination<\/li>\n\n\n\n<li>Systematically monitor environmental pollution<\/li>\n\n\n\n<li>to enable proper repatriation in the event of plant decommissioning<\/li>\n<\/ul>\n\n\n\n<p>The obligation to prepare an AZB arises in particular from the <strong>Federal Immission Control Act (BImSchG)<\/strong> and the <strong>Industrial Emissions Directive (IED Directive)<\/strong>. Both sets of regulations pursue the goal of protecting environmental media in the long term and making operators permanently responsible.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p><strong>Legal significance of the AZB in the authorisation process<\/strong><\/p>\n\n\n\n<p>A central element of the baseline report is its <strong>Preservation of evidence function<\/strong>.
